03 /How do I fill the gaps between quotes?
Fill gaps by asking each contractor the same written question and adding their answer as a priced line. Never assume an unmentioned item is included.
Using the example above, Contractor A looks cheapest at $16,500. But A excludes the city side, leaves permits to the owner and offers only rough grading. If your municipality puts the owner on the hook for the city side, and that portion costs several thousand dollars, and sod and a permit add another $1,500, A may become the most expensive quote.
- List every "excluded" and "not stated" line for each contractor.
- Send one email per contractor listing those items and asking for a price or confirmation of inclusion.
- Add the answers into the worksheet.
- Only now compare totals.
Where a contractor cannot price an item — for example rock that may or may not be there — ask for a unit rate (per hour of breaking, per cubic metre) so the risk is capped in writing.

Per-metre cost isolates the core pipe work from the one-off items. Subtract permits, the city connection, restoration and cleanouts from each total, then divide by the metres of pipe in scope.

When one contractor quotes open-cut and another quotes lining, compare them on outcome and total installed cost, not on the method's reputation. Ask three questions of each quote, in this order.
- Does the method fix every defect on the footage? A liner cannot fix a belly; if the camera shows one, the lining quote must add a dig at that spot or explain why the sag is acceptable.
